Twelve arrested by Highway Patrol in northern Missouri May 2–4, 2025

The Missouri State Highway Patrol recently released a report detailing the number of arrests made in north Missouri between May 2 and May 4, 2025. The report indicates that a total of 12 individuals were arrested during this period. Some of the reasons for these arrests include driving while intoxicated, driving while suspended, and possession of controlled substances.

It is important to note that, while all the individuals listed below have been reported as arrested, they may not have been physically transported to a detention center. Depending on the circumstances, an individual may be issued a summons, which includes a court date. When the Missouri State Highway Patrol issues a summons with a court date, it is considered an arrest, even if the individual is not physically transported to a detention center.

Oscar A. Amaya Amaya, 33, of Omaha, Nebraska, was arrested twice on May 2 in Holt County. He was charged with driving while intoxicated (first offense), failing to maintain the right half of the roadway, and driving without a valid operator’s license (first offense). He was held at the Andrew County Sheriff’s Department on a 12-hour hold following each arrest.

Chelsi M. Riley, 25, of Lexington, Missouri, was arrested on May 3 in Daviess County. She was charged with driving while intoxicated involving drugs, a misdemeanor, and for having no vehicle registration. She was held at the Daviess-DeKalb Regional Jail on a 12-hour hold.

Jerry K. Strong, 65, of Country Club, Missouri, was taken into custody on May 3 in Andrew County. He was charged with misdemeanor driving while intoxicated and held at the Andrew County Sheriff’s Department on a 12-hour hold.

Stacey L. Combs, 42, of Orrick, Missouri, was arrested on May 3 in Clinton County. He was charged as a prior offender for DWI, careless and imprudent driving involving an accident, and driving without insurance. He was released for medical treatment.

Gage S. Hughes, 22, of Chillicothe, Missouri, was arrested on May 3 in Livingston County. He was charged with driving while suspended and operating a vehicle with no valid registration. He was released after being held at the Livingston County Sheriff’s Department.

Leslie A. Norris, 44, of Hale, Missouri, was arrested in Livingston County during the early morning hours of May 4. She was charged with misdemeanor driving while intoxicated and for having no working tail lights. She was released by the Chillicothe Police Department.

Ellen K. Baldus, 22, of Ballwin, Missouri, was arrested on May 3 in Adair County. She was charged with driving while intoxicated involving alcohol. She was processed roadside and released.

Daniel C. Strong, 51, of Novinger, Missouri, was arrested on May 3 in Sullivan County. He was charged with exceeding the posted speed limit by 20-25 mph, operating a motor vehicle without insurance, driving while revoked or suspended (felony), and failing to register as a sex offender with a vehicle. He was held at the Sullivan County Jail on a 24-hour hold.

Peyton M. Elliott, 18, of Hannibal, Missouri, was arrested on May 3 in Marion County. He was charged with speeding, possession of marijuana under 10 grams, possession of drug paraphernalia, and possession of alcohol by a minor. He was released following the arrest.

Dillan L. Johnston, 27, of Linneus, Missouri, was arrested on May 3 in Chariton County. He was charged as a prior offender for driving while intoxicated, speeding, and failing to drive on the right half of the roadway. He was released by the Chariton County Sheriff’s Office.

Kaitlyn R. Sanders, 24, of New Franklin, Missouri, was arrested on May 4 in Randolph County. She was charged with driving while intoxicated involving alcohol. She was released by the Moberly Police Department.

Justin A. Briggs, 23, of Columbia, Missouri, was arrested on May 4 in Macon County. He was charged with driving while intoxicated involving alcohol. He was released after being held at the Macon County Jail.
