SEATTLE—Two Honduran Nationals living in Everett, Santana Sandoval, 21, and Kevin Torres Velasquez, 45, were charged with possession of a controlled substance (fentanyl) with intent to distribute in a U.S. District Court in Seattle, Friday, May 9. Together the two possessed more than seven kilos of powdered fentanyl—enough to kill 3.5 million people—which they allegedly used to distribute throughout King and Snohomish counties, the U.S. Attorney’s Office said.
Sandoval was arrested in the Western District of Virginia on April 24, 2025, and was delivered to the Western District of Washington last week. He remains detained at the federal detention center in SeaTac.
He first came to the attention of law enforcement earlier this year as someone distributing fentanyl in the region and was eventually caught by an undercover Officer who purchased fentanyl from him, using a confidential source.
Sandoval was living in an Everett apartment where, on January 24, 2025, agents and officers working with the Seattle Police Department, Drug Enforcement Administration (DEA), and Homeland Security Investigations (HSI), by way of a search warrant, found over seven kilos of powdered fentanyl, as well as cocaine, methamphetamines, scales, and more than $12,000 in cash, the criminal complaint states.
According to Snohomish County jail records, Sandoval was also charged with an illegal alien in unlawful possession of a firearm. Both Sandoval and Velasquez are citizens of Honduras.
That day, January 24, 2025, Sandoval was arrested on state charges and booked at the Snohomish County Jail. He was released on January 30 and was arrested in the Western District of Virginia on April 24, 2025, and was delivered to the Western District of Washington on May 9 on federal charges. Sandoval’s co-defendant, Kevin Torres, was arrested on April 10, 2025, and has been detained at the Federal Detention Center in SeaTac since.
The case continues to be investigated by the Seattle Police Department, DEA, and HSI. The leading prosecutor in the case is Assistant United States Attorney Cecelia Gregson.

Fentanyl is typically not a drug that people will inject. The vast majority of people who abuse fentanyl smoke it off aluminum foil (freebase). I am in no way advocating the abuse of fentanyl, however the sensationalization of how “evil” or “terrible” the drug is while also spreading outrageous misinformation is problematic. Obviously when fentanyl is illegally purchased and manufactured by basement pretend chemists leading to unreliable dosage and dangerous outcomes is a tragedy, but so is news media making up stories about people overdosing on it by simply being on the same room and breathing it in (totally inaccurate). Like seeing videos of police officers having a fear response and passing out like a fainting goat and it being reported as an overdose is irresponsible. Fantanyl, in its laboratory manufactured state and when administered on a clinical setting is a wonder drug for those who benefit from it. Misinformation leads to ignorant people making decisions that lead to people in extremely painful conditions not being able to obtain relief because of those who have extreme opinions about situations they know little to nothing about

I agree! I lost my oldest child to a overdose two years ago and my other son is missing right now. I actually just hung up the phone from talking to the police to file a missing persons report and am waiting for a call back as I type this. Every day is hell just worrying that today will be the day that I get the call saying I lost another child. It needs to end

This article is misleading. The article implies that they were arrested in January and then rearrested in April as if they were let out and then got caught and rearrested again. When in fact they were never let out it was a custody transfer situation where they probably had an active warrant out of another location such as West Virginia the one did anyway and then was transferred back here these people that are running the news articles don’t understand how to read jail registers at all obviously. This was a new story back in January there’s nothing new that has happened with this case. Just another way to have the newspaper get readers to click on their story when in fact this is an old story from January.

Sugar is one of my main drugs of choice. Please dont kill the cashiers. While chocolate is my fastest reacting drugs. I have gotten way higher on sugars than I have on many of the street drugs out there. Keefe (snohomish county jail coffee) is more powerful than the speeds around here. Watched many people end up going to medical or even the hospital on commissary day if they do to much. I haven’t seen anyone get to high on meth that they have to go to the hospital.

This isn’t an article debating whether or not y’all are justified to feel a certain way about addiction, or the pain of losing someone you love. The fact that you even feel at all is a miracle in itself, because it IS horrifying what fentanyl does to people’s lives. All across the board. This guy they caught is just one dude. There’s a million just like him, and it’s not like he started this whole thing. The demand was there. If he, or someone else doesn’t fill it, it’s not just gonna magically vanish. We need to have a revolutionary movement of healing, annihilation of the concept of there being “others” and that “they” are the problem. I know addicts who are lawyers and school teachers, and I know ones with severe learning disabilities, and trauma. There’s just no solution in indifference.
