Arson suspect arrested for Blue Heron Paper Company site fire in Oregon City

A suspect was arrested on Thursday for the January arson at the Blue Heron Paper Company site, according to the Oregon City Police Department (OCPD).

OREGON CITY, Ore. (KPTV) - A suspect was arrested on Thursday for the January arson at the Blue Heron Paper Company site, according to the Oregon City Police Department (OCPD).

On Jan. 30, 2025, at about 3:45 a.m. OCPD and the Clackamas Fire Department (CFD) responded to reports of a fire at the former Blue Heron Paper Company site, which is currently owned by the Confederated Tribes of the Grand Ronde, at 419 Main Street.

Several callers reported seeing flames coming from an abandoned building at the site.

Officials reported Thursday morning that the Rowena Fire in the Columbia Gorge was human-caused.

Clackamas County Fire Investigators determined where the fire started, and detectives identified several people living at the site and spoke to them. Through the investigation, they identified and interviewed a suspect.

Christian Gannon Dukes, 22, of Oregon City, was arrested for second-degree arson based on probable cause.

Duke is alleged to have started the fire on purpose.
