LEGAL EXPERTS. THE BLAIR POLICE DEPARTMENT WANTS YOUR HELP FINDING A MISSING MAN. 60 YEAR OLD FERMIN BICABA WAS LAST SEEN NEAR HIS HOME AROUND 530 THIS MORNING. HIS FAMILY TRACED HIS LAST KNOWN LOCATION TO THE BLAIR OPTIMIST RIVER BOAT RAMP. INVESTIGATORS LOOKED AT SURVEILLANCE VIDEO SHOWING A MAN MATCHING HIS DESCRIPTION IN THAT AREA AROUND SIX THIS MORNING. MULTIPLE AGENCIES ARE NOW TRYING TO FIND HIM AGAIN. BICABA IS 60 YEARS OLD.
